An applicant for the construction, installation, repair or removal of any sewer or appurtenance thereto which necessitates an excavation or fill in, upon or under any highway under the jurisdiction of the County Road Commissioner shall at the time he files such application with the Engineer accompany said application with a permit issued by the Road Commissioner authorizing such construction, installation, repair or removal of the sewer or appurtenances thereto.
