.010 Emergency. As used in this chapter, the term “emergency” or “local emergency” shall mean the actual or threatened existence of conditions of disaster or of extreme peril to the safety of persons or property within the City resulting from air pollution, fire, flood, storm, epidemic, riot, earthquake, actual or threatened enemy attack, actual or threatened acts of terrorism, sabotage, war or imminent threat of war, or other public calamity, except any condition resulting from a labor controversy, which conditions are or are likely to be beyond the effective control of the services, personnel, equipment and facilities of the City and which require the combining of forces with other communities or political jurisdictions to combat effectively.
