The provisions of this chapter shall be applicable to all persons and businesses described herein whether the herein described activities were established before or after the effective date of the ordinance codified in this chapter, except that those in business at the time the ordinance codified in this chapter is effective shall have ninety days from said effective date to comply with the terms herein.
