The requirements of Chapter 4.90 shall have no application and no effect upon and shall not be construed as applying to (1) any businesses, agencies or persons engaged in the lawful business of an employment agency licensed by the State of California or (2) any businesses, agencies or persons which provide escort services for older persons as defined in the Multipurpose Senior Services Program (Welfare and Institutions Code Section 9400 et seq.) or any successor provision thereto, when such services are provided as part of a social welfare and health program for such older persons.
