Whenever any newsrack is impounded pursuant to Section 4.82.070 above, a written notice of impoundment shall be sent to the registrant within three working days from the date of such impoundment unless otherwise provided under this chapter. The registrant may, within thirty days from the date of service of such notice of impoundment, either (i) claim the impounded newsrack upon the payment of an impound fee as specified by resolution of the City Council, or (ii) request a hearing as provided in Section 4.82.110.
