It shall be unlawful for any owner to charge any rate in excess of the schedule of rates approved by the City Council or to modify or change the routes approved by the City Council, or to utilize any motor vehicles of a type substantially different from those approved by the City Council, or to change the name, monogram or insignia on his motor vehicles from that approved by the City Council.
