4.73.140   CITY INSPECTION AUTHORITY.
   The franchisee shall at all times maintain accurate and complete accounts of all revenues and income arising out of its operations under the franchise granted pursuant to this chapter, a list of vehicles in use as taxis, any complaints by patrons and such other information as is necessary to verify compliance with the terms of the franchise granted hereunder. Franchisee's books, accounts and records pertaining to compliance with the terms of the franchise shall at all reasonable times be open to inspection, examination and audit by authorized officers, employees and agents of the City. The refusal of the franchisee to provide the required records for inspection by the City shall be deemed a violation of the franchise and shall be cause for termination of the franchise.
