The City shall, prior to the effective date of this section, enter into a contract with the State Board of Equalization to perform all functions incident to the administration and operation of this sales and use tax ordinance, and shall continue such contract in effect so long as the County of Orange has an operative sales and use tax ordinance enacted pursuant to Part 1.5 of Division 2 of the Revenue and Taxation Code.
