Employee relations rules, prepared by the City Management Representative, under the direction of the City Manager will be submitted to the City Council by the City Management Representative after discussing them with recognized employee organizations. The rules shall be submitted to the City Council for determination. The rules shall establish specific procedures and regulations governing the operation of the employer-employee relations system.
