The City Council may appoint one or more emeritus members to the Community Services Board of the City established pursuant to Section 1.04.800 of this Chapter. Any such emeritus member shall serve in such capacity at the pleasure of the City Council and shall have all rights and privileges of members of the Community Services Board appointed pursuant to Section 1.04.810 of this Chapter except that such emeritus member shall have no voting rights at meetings of the Community Services Board and shall not be counted for purposes of determining a quorum for purposes of such meetings.
