1.04.395   LIMITATIONS ON CITY BOARD AND COMMISSION SERVICE.
   .010   Statement of Purpose.
   .0101   City boards and commissions perform a valuable service to the City of Anaheim by providing a means by which the City Council can obtain the advice, opinions and recommendations of City residents and other members of the community. The City has a large number of talented and qualified individuals who are capable of serving as board and commission members. The City is best able to draw upon the talents and abilities of its people by the periodic, systematic and continual infusion of new members to serve on the City’s appointed boards and commissions.
   .0102   For the above reasons, it is the desire of the City Council to encourage and solicit service on its boards and commissions by those who have not previously or recently served in such capacity. Neither the establishment of limitations on board and commission service set forth in this section, nor the failure of the City Council or any of its members to reappoint a board or commission member eligible for reappointment, should be viewed as a criticism of any person’s performance or service, but, rather, as a desire to encourage and facilitate public service by the greatest number of qualified individuals.
   .020   Limitation on Length of Service.
   .0201   No person shall serve more than two consecutive terms as a member of a City board or commission.
   .0202   Any person who has served two consecutive terms on a City board or commission shall not be eligible for reappointment to that board or commission until expiration of a period of two years from the date of such person’s most recent service on that board or commission.
   .0203   Any period of service equal to at least one-half of the length of a complete term shall be considered a term of service for purposes of this section.
   .0204   Any person who serves less than one-half of a complete term on a board or commission and, within two years, is reappointed to that same board or commission to fill an unexpired term, shall be deemed to have served a full term if the total period of service for both such partial terms equals at least one-half of a full term of service.
   .030   Prohibition on Concurrent Service.
   .0301   No person shall concurrently serve as a member of two or more City boards or commissions.
   .0302   Any person appointed by the City Council to serve as a member of any City board or commission who is then currently serving as a member of another City board or commission shall be deemed to have vacated the prior position upon acceptance of the new appointment.
   .040   Any person serving as an ex-officio member, educational sector voting stakeholder member, or non-voting emeritus member of any City board or commission shall not be deemed a member of such board or commission for purposes of the limitations imposed by this section.
