1.04.270 PURCHASES — COMPETITIVE BIDS.
   For purchases involving over Ten Thousand Dollars but not greater than Fifty Thousand Dollars, the Purchasing Agent shall make a reasonable effort to obtain competitive bids without the necessity of advertising, but with solicitation by letter, telephone or otherwise. Purchases shall then be made from the lowest responsible bidder. In the event competitive bids are not obtained, the Purchasing Agent shall document the reason(s) therefor in the files of the Purchasing Division.
