1.04.250 CENTRALIZED PURCHASING SYSTEM ESTABLISHED.*
   A centralized purchasing system is hereby established for the purpose of the procurement of all materials, supplies and contractual services required by any and all departments of the City. The City Manager, acting for and in behalf of the Council shall have the power to issue instructions as deemed necessary for the operation of this system.
