There is hereby created the office of Assistant City Manager-Development who shall act as an aide to the City Manager in the performance of his duties and shall serve as Acting City Manager during the temporary absence or disability of both the City Manager and the Assistant City Manager unless a different officer is appointed to serve in such capacity pursuant to Section 609 of the Anaheim City Charter."
