The Public Utilities Department shall be under the supervision of the Public Utilities General Manager, which office is created. The Public Utilities General Manager shall have the supervision of the maintenance, operation and upkeep of the electrical and water production, transmission and distribution systems and any other public utility of the City unless otherwise specified by the City Council.
