Except as otherwise required by law applicable to a Charter City, the City Council may by ordinance or resolution authorize a method for the sale, transfer, exchange, or conveyance of title of municipal property, real or personal, by bid, auction, or negotiation for fair market value, as determined by the Purchasing Agent to be in the best interest of the City.
