Authorized personnel of the City, with proper identification and sufficient notice, shall have access during reasonable hours to all parts of a premises and within the structure to which water is supplied. However, if any owner, occupant, or person in control refuses authorized personnel access to a premises or to the interior of a structure during these hours for inspection, a reduced pressure principle assembly must be installed at the service connection to that premises.
