Each user of water on any line outside the City Limits shall be individually liable for any water wasted by leaks in their respective lateral lines, and users on the main line outside the City shall be collectively liable for any water wasted resulting from a leak or break in the main line resulting from negligence or failure to maintain and repair said line after such leak or break is discovered.
