Any property owner outside the City Limits desiring to connect a lateral to any main line outside the City must first obtain permission from the office of the City Recorder and execute an agreement relating to the use of the City water, prepared by the City; the water used by users outside the City shall be measured by meter; and each user shall pay the connection charge established by the City.
