All water lines hereafter extended to the City Limits and all water lines presently extending to the City Limits which are hereafter reconstructed shall be not less than eight inches in diameter or the diameter of the City line to which it is connected, whichever is the greater; all such construction shall be done by or under the supervision of the Public Works Superintendent, and the cost of all pipe, fittings, and the like; excavation; and covering of any lines outside the City, as well as the repair and maintenance of same, shall be the obligation of the out-of-town users on said line or lines.
