When it appears that there may be a water leak under any street, it shall be the duty of the Public Works Superintendent to make an excavation to determine the cause of the same. If said leak results from a break in the main or service line to the stopcock near the curb line, the repairs shall be made at the expense of the City; if the leak results from a break in the private service pipe, the cost of repairs and excavation shall be charged to the property owner and shall be a lien upon his or her property until paid.
