§ 51.13 FIRE HYDRANTS.
   No person or persons, except firefighters in the discharge of their duties, shall, without permission of the Public Works Superintendent, open or attempt to open or in any way tamper with any fire hydrant or other fixture connected with the mains or pipes of the water system of the City.
