The owner of premises to which water is furnished by the City shall be responsible for the payment of all water rental and charges for services rendered and it shall be the duty of each such property owner renting his or her premises to require his or her tenant to pay such water rental and charges. The City shall not be required to notify any property owner as such delinquent charges, and, should the property owner fail to pay such charges the City, may turn off the water to said premises and not again turn the same on until all charges and penalties, as provided by Council resolution, are paid.
