(A) The service pipes connected to the water mains must be so arranged that the supply to each separate house or premises may be controlled by a separate stopcock placed within or near the line of the street curb. Where water is now supplied through one service and meter to a duplex, apartment, or other multiple dwelling or business unit or combination of same, to be used by separate families or businesses or combinations of same, each such house, apartment, or separate family or business unit using water must pay the minimum rate as established by the City.
(B) In the event of noncompliance with this section, the Council or Public Works Superintendent may decline to furnish water until separate services are provided or may shut off the water to such premises until such time as the provisions of this section have been complied with by the owner or owners of the premises involved.
