The City Administrator shall have the power and authority to appoint a Public Works Superintendent and to fix his or her salary, under whose supervision all connections with water mains or pipes shall be made and who shall have general supervisory control over the City water system with power to enforce the rules and regulations of the Council in relation thereto.
