Any person possessing the qualifications required by the City Charter may file for candidacy for city office by the following method:
(A) Nomination may be made by filing a declaration of candidacy accompanied by a petition containing the signatures of not less than 20 qualified voters in the city;
(B) Filing for candidacy shall conform to state law applicable to the election.
