The City Administrator shall have general supervision and control, including hiring, discipline and discharge, over all City employees, except the Municipal Court Judge and the City Attorney for which Council retains exclusive control, and shall designate the duties employees shall perform and all matters pertaining to their work for the City. The City Council may, by resolution or ordinance, provide rules under which the City Administrator shall exercise said direction and supervision.
