(A) Districts, buildings, objects, structures, and sites in the City having special historical, architectural, or cultural significance should be identified, recognized, and preserved as a part of the City’s heritage.
(B) To this end, regulatory controls and administrative procedures are necessary for the following reasons:
(1) Stabilize and improve property values through restoration efforts;
(2) Encourage ongoing viability of historic buildings;
(3) Promote the education of local citizens on the benefits associated with an active historic preservation program;
(4) Foster civic pride in the beauty and noble accomplishments of the past;
(5) Protect and enhance the City’s attractions for tourists and visitors; and
(6) Strengthen the economy of the City.
