§ 110.31 PERMIT REQUIRED.
   (A)   It shall be unlawful for any person, group, or organization to utilize any City-owned facility for any event without first obtaining a facility use permit from the City for use of such facility. No facility use permit shall be issued until all associated fees have been paid and all requirements have been met.
   (B)   Policies regarding use, application process, fees, and other requirements shall be set by City Council by separate resolution or ordinance.
