The agent or agents of a non-resident proprietor, engaged in any business for which a license is required by this subchapter, shall be liable for the payment of fees as established by the Council, and for the penalties for failure to pay the fees or to comply with the provisions of this subchapter as if the agent or agents were themselves proprietors.
