The City may enforce the collection of rates and charges for use of wastewater facilities as may be provided by the laws of the state or permitted by the charter and ordinances of the City, and any delinquencies shall be placed on the lien docket of the City and may be certified to the County assessor for collection in the manner as provided by ORS 454.225. Rates and charges for wastewater facilities as provided in this chapter shall be collected monthly by the City, and if not paid on or before ten days from and after the date the same is payable, said rates and charges shall be deemed to be delinquent and subject to the same penalty as for the nonpayment of charges for water.
