(A) Notwithstanding the provisions of this chapter, the City Council shall not be obligated to permit construction or installation of sanitary sewers to any property until the project has been approved and authorized by the City Council, and the plans and specifications therefor have been approved by the Public Works Superintendent.
(B) All sanitary sewers hereafter constructed and installed in the City shall be under the direct supervision of the Public Works Superintendent, and his or her services shall be considered a cost of the project, and in the event any legal services are required, the cost of such services shall be considered a cost of the project.
