§ 93.08 SNOW, ICE, DEBRIS, AND RUBBISH.
   (A)   Every owner or occupant of buildings or grounds adjacent to sidewalks on the master sidewalk map is required to remove all snow and ice within 24 hours after the snow or ice has ceased to fall. Debris and rubbish must also be removed from sidewalks on the master sidewalk map within 24 hours after being deposited thereon. Any snow, ice, rubbish, or debris that is not cleared from sidewalks in accordance with this section may be cleared by the city at the expense of the owner or occupant of the adjacent property. The employee in charge of the clearance work shall keep a record of the costs of the work done adjacent to each parcel of land.
   (B)   The costs of the sidewalk clearance may be recovered by the city at its discretion, either by:
      (1)   Billing the owner or occupant of the adjacent property for the cost of the clearance work and taking the steps as are necessary to collect the bill such as bringing suit in a court of competent jurisdiction to recover the cost of the clearing and the expense of the suit; or
      (2)   By extending the costs of the work as a special assessment against the adjacent property which assessment shall be certified to the county for collection.
