(A) Users of the City of Amboy wastewater treatment works shall be identified as belonging to 1 of the following user classes:

The allocation of users to these categories for the purpose of assessing user charges shall be the responsibility of the City Clerk/Treasurer. Allocation of users to user classes shall be based on the substantive intent of the definitions of these classes contained herein.
(B) The user shall pay operation, maintenance, and replacement costs in proportion to the user’s proportionate contribution of wastewater flows and loadings to the treatment plant. Proportionate contribution shall be determined by classification of all users into the subclasses listed in division (A) above. All users, with the exception of those in the Residential sub-class “Occasional” will be billed based on a normal residential user being assigned a usage of 40,000 gallons per quarter, or 1.0 ERU. Those users in the Residential sub-class “Occasional” shall be billed based on their usage during the year.
