(A) Where a building setback line is shown on a plat, it shall not be in front of any building setback line established by ordinance.
(B) Where a planned development district has been established, any building setback line on a plat shall conform to any such line established for such district.
(C) Except in the case of a planned development district, where a building setback line is shown along any block face on a plat, such line:
(1) Shall not permit the front yard of any part of such block face to be less than 60% of the front yard required under zoning; and
(2) Shall not reduce the average depth of front yard along such block face below the front yard required under zoning.
