Upon request to the City for water or for permission to connect with the City sewer system, or any one of said services, the owner of said property shall pay to the City an inspection fee of twenty-five dollars ($25.00), said fee to defray the expense of inspections of the premises. Inspection is to be made by person designated by the Council who shall report any findings to the Council.
