The members of the Board shall be appointed by the Mayor, with the approval of the Council, at the organization Council meeting each year for a term of two (2) years with staggered terms whereby not more than four (4) terms shall expire in any one (1) year. The Board shall consist of seven (7) citizens of the City of legal age. Two (2) unexcused absences, or three (3) total absences from regularly scheduled meetings in any one calendar year are grounds for dismissal from the Board.
