The purpose of this chapter is to establish procedures to control the flow of storm water from developing areas so as to maintain the rate of the flow in natural or manmade channels equal to the rate of flow from those areas in their undeveloped state, so as to provide for the safety, health and well- being of those living within the developing area as well as those downstream who will be affected by its development.
