The City Engineer shall be the principal City official responsible for the administration of the rights-of-way; of right-of-way permits; of the franchising and licensing of the use of rights-of-way; and of all sections of this Code and related City ordinances. The City Engineer may delegate any or all of his or her duties under this chapter.
