Any industry desiring to introduce wastes into the sewer system, which is not doing so as of the effective date of the ordinance codified by these Sanitary Sewer chapters, or any industry desiring to expand in a manner which will increase its discharge of waste or will change the nature of the waste discharged into the sewer system shall submit to the authorized City representative a report of the amount and character of waste proposed to be discharged into the sewer; said report shall be submitted at least sixty (60) days prior to the first day of discharge into the sewers.
