No statement in this chapter shall be construed as preventing a special agreement or arrangement between the City and any industrial concern whereby an industrial waste of unusual strength or character may be accepted by the City for treatment, subject to payment therefor, in accordance with any resolution establishing special rates and charges passed by the Council, provided such payments are in accordance with Federal and State guidelines for user charge system.
