The storage or sale of fireworks at wholesale is prohibited except by permit from the mayor, such permit to be issued for a period to include only the specific day(s) of the scheduled event. Application for such a permit must be filed with the city clerk at least thirty (30) days previous to the issuing of the permit and must give a detailed description of the proposed care and storage of said materials and of the structural conditions and occupants of the building. Before any permit shall be issued by the mayor, the premises described in the application must be inspected by the chief of the fire department, or his authorized agent, who shall file with the city clerk a certificate of approval or his disapproval and the reasons therefor.
