10-1-6: FIRE HYDRANTS:
   A.   Installation: Upon the construction of any building, fire hydrants where required shall be immediately connected and maintained in an operative condition as soon as water mains have been installed at the construction site. Access to all fire hydrants by firefighting apparatus shall be provided and maintained.
   B.   Privately Owned Fire Hydrants:
      1.   It shall be the duty of owner, lessee, occupant, agent, servant, representative or employee of owner of fire hydrants not owned by Illinois-American Water Company to have each such hydrant painted red in color. It shall be unlawful for any owner, lessee, occupant, agent, servant, representative or employee of such owner to fail to have such hydrant painted red in color.
      2.   It shall be the duty of owner, lessee, occupant, agent, servant, representative or employee of owner of fire hydrants not owned by Illinois-American Water Company to keep each such hydrant in proper working order. It shall be unlawful for any owner, lessee, occupant, agent, servant, representative or employee of such owner to fail to keep each such hydrant in proper working order.
      3.   It shall be the duty of owner, lessee, occupant, agent, servant, representative or employee of owner of fire hydrants not owned by Illinois-American Water Company to have each such hydrant annually inspected by a licensed plumber to verify its proper operation. Inspection shall include, at a minimum, proper operation and flow (gallons per minute), pressure, condition of threads and caps, lubricating threads, checking for leaks, and filling oil reservoir, where applicable. A written report from such plumber shall be filed with the office of the chief of the fire department within fourteen (14) days of inspection. If such inspection indicates repairs need to be made, such repairs shall be completed within fourteen (14) days. It shall be unlawful for any owner, lessee, occupant, agent, servant, representative or employee of such owner to fail to have an annual inspection conducted.
   C.   Penalty: Any person convicted of a violation of this section shall be punished as provided in section 1-4-1 of this code. A separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. (Ord. 6131, 2-26-1997; amd. 1999 Code)
