9-2-9: INSPECTIONS:
Upon proper application for an occupancy permit, the deputy director or his or her agent shall cause a basic inspection to be made of the premises in question to determine that the provisions of this chapter are complied with. If no violations are noted, the deputy director shall issue an occupancy permit which shall be valid until the next change of ownership or occupancy or until said occupancy permit is revoked by the deputy director for good cause.
Upon consideration of the factors as listed below, the deputy director may require an advanced inspection to be made of the premises in question to determine that the provisions of this chapter are complied with. The factors that may lead the deputy director to conclude that an advanced inspection of the premises in question is required or appropriate may include any of the following criteria:
   A.   Prior ordinance violation complaints concerning the premises in question.
   B.   General deteriorated or unsafe condition of the premises in question.
   C.   A reasonable belief or suspicion that the premises in question may contain contamination presenting a danger or risk to the public health, safety or welfare, including, but not limited to, asbestos, lead paint, mold, mercury or petroleum products.
   D.   A reasonable belief or suspicion of damage to the interior caused by fire or flood, including broken or inadequate plumbing.
   E.   A reasonable belief or suspicion that there exist code violations within the premises in question that cannot be fully identified in the course of a basic inspection.
Persons contemplating a change of ownership or occupancy of a dwelling or dwelling unit may apply for an occupancy permit to determine if there are any violations of this chapter. After proper inspection, if the deputy director determines that an occupancy permit may be issued, upon the request of the applicant, said occupancy permit may be reserved for a reasonable time (not to exceed 120 days) by the deputy director, to be issued to a subsequent owner or occupant when such person or persons are ascertained and qualified for said occupancy permit.
