9-2-2: PURPOSE AND APPLICABILITY OF CHAPTER:
   A.   Purpose: The general purpose of this Chapter is to protect the public health, safety, comfort and the general welfare of the people of the City. These general objectives include, among others, the following specific purposes:
      1.   To protect the character and stability of the City.
      2.   To establish minimum standards for cooking, heating and sanitary equipment necessary to the health and safety of occupants of buildings.
      3.   To establish minimum standards for light and ventilation, necessary to health and safety.
      4.   To prevent the overcrowding of dwellings and neighborhoods, to the end that existing buildings, streets, schools, parks and other private and public facilities be preserved.
      5.   To provide minimum standards for the maintenance of existing residential buildings, and to prevent the spread of blight.
      6.   To preserve the value and quality of land and buildings throughout the City.
   B.   Applicability: Every dwelling and its premises (including accessory structures), shall conform to the requirements of this Chapter, irrespective of the zoning classification of such building and irrespective of when such building may have been constructed, altered or repaired, except as hereinafter provided.
