9-1-9: SECURING VACANT AND ABANDONED BUILDINGS:
The owner of any building or any portions thereof which are vacant or abandoned shall board up, enclose or otherwise secure said building or portion thereof sufficiently so as to make the same secure against entrance by any nondomesticated birds or animals of any type or by any persons. The failure of the owner to so secure any vacant or abandoned building shall be considered a nuisance and is hereby declared unlawful. Each day such condition is allowed to exist shall be considered a separate offense. Any person found in violation of this section by a court of competent jurisdiction shall be fined as provided in section 1-4-1 of this code for each offense. The fact that a person is in compliance with this section shall not be a defense to actions brought under the authority of any other section of this code or applicable regulations in the city.
