8-9-7: LOCAL PERMIT REQUIRED:
No neighborhood vehicle may be operated on any street, road, highway or alley in the city of Alton unless such neighborhood vehicle has a valid permit for operation of that neighborhood vehicle issued by the city of Alton. Permits shall be issued by the chief of police of the city of Alton. The chief of police of the city of Alton is hereby authorized and directed to prepare an application form, which shall be required as a part of the process to initiate a request for a permit. Upon submission of a completed application for permit, a fee of fifty dollars ($50.00) payable to the city of Alton shall be collected by the chief of police before the application is processed. The fee shall be nonrefundable and shall apply to each neighborhood vehicle. The chief of police shall cause an inspection of each neighborhood vehicle to assure compliance with the various provisions of this chapter. If the chief of police or his designee is satisfied that the application is properly completed, the fee received, and the inspection discloses compliance with each provision of this chapter, the chief of police shall issue a permit on a form to be determined by the chief of police. The permit must be permanently affixed to the neighborhood vehicle for which it is applicable. Regardless of the day of issuance, a permit shall be valid for the remainder of a calendar year. A new application, fee and inspection shall be required for operation of a neighborhood vehicle with regard to any subsequent calendar year. (Ord. 7187, 3-24-2010)
