8-9-5: LICENSE REQUIRED:

No person shall operate a neighborhood vehicle upon any street, road, highway or alley in the city of Alton unless he or she has a valid Illinois driver's license issued in his or her name by the secretary of state of the state of Illinois. (Ord. 7187, 3-24-2010)
