A. Traffic Engineer: The Director of Public Works shall serve as traffic engineer, and he shall exercise the powers and duties with respect to traffic as provided in this Title.
1. It shall be the general duty of the traffic engineer, in cooperation with the Police Department, to determine the proper installation, timing and maintenance of traffic-control devices, to conduct engineering investigations of traffic conditions, to plan the operation of traffic on the streets and highways of the City and to cooperate with other City officials and appropriate organizations in the development of ways and means to improve traffic conditions.
2. The traffic engineer may test traffic-control devices under actual conditions of traffic.
B. Emergency Regulations: The Chief of Police is hereby empowered to make regulations necessary to make effective the provisions of the traffic ordinances of this City and to make and enforce temporary regulations to cover emergency conditions. No such temporary regulation shall remain in effect for more than ninety (90) days. (Ord. 3378, 10-12-1966)
