7-2-15: LOITERING ON HIGHWAYS:
   A.   It shall be unlawful for any person to stand in a roadway for the purpose of soliciting a ride from the driver of any vehicle or to loiter upon any sidewalk or public grounds for the purpose of soliciting a ride from the driver of any vehicle.
   B.   No person shall stand on any roadway for the purpose of soliciting employment, business or contributions from the occupant of any vehicle. (Ord. 4881, 10-10-1984)
   C.   It shall be unlawful for any person traveling upon any bicycle, motorcycle, roller skates, in-line skates or rollerblades, toy vehicle or coaster, to cling, or attach himself or his vehicle to any moving motor vehicle upon any highway, street, avenue, alley or driveway within the city.    D.   It shall be unlawful for any person upon skates, or riding in or by means of a coaster, sled, wagon or toy vehicle of any kind whatsoever to go upon any public highway, avenue, driveway or street within the city, other than at a crosswalk for the purpose of crossing such highway.
